PRIMARY-INTRODUCTION
Domestic product is a monetary measure of the market value of all finished goods and services produced in a country during a specific time period. In other sense, domestic-product provides an economic snapshot of a country, used to estimate the size of an economy and growth rate and the ratio of domestic-product to the total population of the region is the per capita gross-product and the same is called Mean Standard of Living.
In other words — Normally, domestic-product per capita doesn’t, however, reflect differences in the cost of living and the inflation rates of the countries, therefore using a basis of domestic-product per capita at purchasing power parity is arguably more useful when comparing living standard between nations, while nominal domestic-product is more useful comparing national economies on the international market.
Organization for Economic Co-operation and development difines domestic-product as an aggregate measure of production equal to the sum of the gross-values added of all resident and institutional units engaged in production and services (plus any taxes and minus any subsidies, on products not included in the value of their outputs). An IMF publication states that domestic-production measures the monetary value of final goods and services – that are bought by the final user – produced in a country in a given period of time (say a quarter or a year).
Total domestic-product can also be broken-down into the contribution of each industry or sector of economy. The ratio of domestic-product to the total population of the region is the per capita domesticproduct and same is called Mean Standard of Living. Domestic-Product is considered is world’s most powerful statistical indicator of national development & progress.
Note : Now, Domestic Health Awareness Camp will be held-up on one hundred twenty consumers with incentive caused COVID-19 pandemic. It is sixty percent less of previous quorum. So, health camp should be commenced, sincerely.
PROPOSAL AND PROVISION OF THE
DOMESTIC PROGRAMME
It is hereby informed to you that “ARYABHATTA RURAL DOMESTIC COUNCIL” is a voluntary programme of the Institution in respect of exploration, conservation, distribution & consumption of domestic-goods. This programme has been established with a view to elaborate domestic-goods in rural area’s which will be based on maximum social advantages by Voluntary Co-operative Development Methods. Therefore, the Institution will try to provide such opportunity among rural consumers by selected volunteers of the Institution. Further, the Institution has following proposal and provision of the domesticprogramme. For successful operation of the activity, twelve blocks of a district and twelve panchayats of a block shall be taken, compulsory at the combination of three districts. Thus, minimum quorum number of Domestic-Assistants for a panchayat, a block, co-blocks, a district and at three districts level will be up to two, twenty-four, seventy-two, two hundred and eighty-eight and eight hundred and sixty-four, respectively as per provision of the programme. But, in special circumstances, programme can be commenced at a combination of minimum three districts having seventy-two Domestic-Assistants, compulsory. This number will be universal for commencement of the programme either for one or three districts. This programme can also be extended in urban area’s, undoubtedly.
Therefore, this programme will be implemented among rural consumers at your related jurisdiction level having determined quorum of the programme under Institutional Subsidize-System. Thus, Institution will commence firstly – Domestic Health Awareness Programme, secondly – Domestic Goods Distribution Programme, thirdly – Renewable Energy Programme and fourthly – Commercial Cultivation Programme. For proper and highly mobilisation, classification-book, identification-card & pocket-batch ID will be delivered to volunteers & consumers, individually and it will be delivered at the rate of rupees seventy, eighty & one hundred twenty, respectively before ninety days of goods distribution date as per amendment on 5th of June, 2020. But, domestic-goods shall be delivered to related consumers after taking related payment of packages through Domestic-Assistants i.e. before ninety, seventy-five, sixty, forty-five, thirty and fifteen days, respectively since cnfirmation of demand-draft against delivery of domestic-goods. Delivery date shall be reduced up to fifteen days, gradually after five time turn-over of goods. The Institution has provision to take refundable donation from those desirous persons who are voluntary interested and want to admit themselves to the above stated programme of the Institution. Donation will be refunded after deduction of application & admission money i.e. rupees one thousand five hundred & fifty and two thousand one hundred & fifty, respectively to related donar after one qualifying year and before completion of second qualifying year. Because of, application & admission fee are once paid, it will not be refunded. For establishment of a panchayat distribution point, demand-draft will be ensured in favour of — "Aryabhatta Rural Domestic Council" payable at Patna for hundred domestic-consumers at the rate of rupees one thousand two hundred and fifty, only per consumer and will be submitted in Regional & Public Relation Office, Khagaria under determined period of time, compulsory. But, it is hereby informed to you that first demand-draft should be submitted of minimum three Domestic Co-ordinator-General, three Domestic District-Secretary and one from Regional Office, compulsory on first initial date for project confirmation and the rest before due date at any rate otherwise project can be extended for next financial year. Days of grace will be of seven days for submission of demand-draft. Amount of a demand-draft will be utilized in two parts i.e. fifty percent for delivery of rice (Paddy) & wheat flour and rest fifty percent will be utilized for further delivery of different unit of domestic-goods, compulsory. Delivery date shall be counted according to submission of last unit of demand-draft. Further, demand-draft should be submitted within a week from its date of issue at any rate. Further, it is hereby informed to you that minimum quorum of volunteers for determination of title up to twenty-one of the programme but their letter shall be issued in same ratio according to their different designation as seven plus seven plus seven becuase it is not adjustable with one or two designation. Consequently, this programme is being implemented and will be developed under scheme of Public Partnership System. This programme will be run by the Institution up to six qualifying years i.e. one qualifying year has sixty months. But, programme will be evaluated at the end of each qualifying year.
For time being, as per regulations of the Institution, we have to entertain – “Domestic Health Awareness Programme” i.e. Free Domestic Health Camp. This camp will be held-up for those Domestic- Assistant who has minimum two hundred and fifty registered domestic-consumers, individually but it will be entertained at the combination of four Domestic-Assistants near by two panchayats for a one day camp. Domestic-Consumers shall get free doctors diagnosis and full-free medicines during period of a full day domestic health camp. Thus, Institution has provision to provide eighteen-trip free domestic health-camp comprising of four domestic-assistant for a one day camp as per above stated regulations for welfare of Society & Nation. Thus, completion of eighteen-trip domestic health camp, a permanent unit of – Aryabhatta Domestic Hospital will be established for cheaper and better treatment of consumers. Further, to establish a Panhayat Distribution Center, a domestic-assistant should have minimum five hundred domestic-consumers, compulsory. Under domestic programme, consumers shall get twenty-five percent Institutional-Subsidy on domestic-goods but management expenses, maintenance expenses and also transportation cost will be chargable with packaging, labouring, storing, carriage-inward & carriageoutward from origin to official destination, only. Consequently, domestic-goods distribution programme shall be implemented among rural-consumers after domestic health awareness camp extent to above stated determined number of camp and it will be held-up at different places time-to-time at related different jurisdiction level alongwith our domestic-assistants, domestic block-co-ordintors, domestic co-ordinatorgenerals, domestic district-secretaries and domestic regional-secretaries. This is the sum and substance, proposal and provision of the programme. It is an Institutional efforts towards self-employment, conservation and distribution of domestic-goods. In summary, the Institution has brought-up the above domestic-goods welfare scheme for rural consumers. A post of domestic-assistant, domestic block-co-ordinator, domestic co-ordinator-general, domestic district-secretary and domestic regional-secretary shall exist at panchayat, block, co-blocks (three blocks), district & co-districts (seven districts) level, respectively. For time being, selection of domestic blockco- ordinator will be stopped till further information. Domestic-consumers shall be registered through domestic-assistant by filling-up domestic co-ordination sheet as per provision of the programme. This programme will be entertained through Voluntary Co-operative Development System. Now, the Institution has decided to begin under micro & macro level of development with a view to personal and communal improvement of domestic-goods. In other words – it will be extended either on co-operative or individual system for six qualifying years. Its every stage will be of sixty months. The Institution is highly desirous to extent its sufficient units in every panchayat and block of related district. This is the first step of the Institution to commence a Macro Revolutionary Domestic Programme for betterment of rural people. This programme will be commenced on the basis of Maximum Social Advantage, completely. Therefore, it has been considered that to honour the principle — Differentiation between below poverty-line and upper poverty-line shall be compulsory for social justification. So, they should be listed on priority as per rules & regulations of the government. Thus, this list will help you to classify different status of people in different scope of life. Consequently, the Institution will might be able to achieve its mission & vision.
ADDITIONAL BENEFICIARIES PROGRAMME
We have been running with health-awareness camp with a view to doctors and patients meet together programme for medical treatment & health-tips from 2016 under title of “Aryabhatta Medical College & Hospital”. In the glorious programme of the institution, free diagnosis & free medicines are being distributed among needy consumers. Now, it has been exercised as domestic health awarness camp for last year 2019, again. Direct Benefit Scheme-A, B, C & D will come in existence after six month operation of health & domestic-goods programme, compulsory.

This programme is based on Maximum Social Advantage for the benefefit of people, completely. The activity of the Institution will be clusters among oldage person, compulsory. The Institution will ensure the programme every year in winter season between December to January. Thus, we have been entertaining it for last five years among downtrodden, orphan, oldage, widows and helpless people through our other sister concern programme of the Institution. For time being, we are running with Aryabhatta Rural Domestic Council since 2019.

DIRECT BENEFIT SCHEME – B

Now, we are running with Direct Benefit Scheme since february-2017 through other sister concern programme of the Institution. Under this programme, beneficiaries shall be selected up to sixty years of age & above as per regulations of the Institution. This Direct Benefit Scheme will be clusters around Widows, Handicapped and Oldage Persons, compulsory. Firstly, Widows and Handicapped beneficiaries shall be listed and secondary oldage persons are later on who has minimum sixty years of age. There is no restriction of age with Handicapped & Widow-Persons. Direct Benefit amount are being distributed in cash among stated beneficiaries, respectively. For highly mobilization and to entertain the programme, Institution issues a group cheque in favour of incharge District Head Quarter time to time of different amounts according to availability of funds at the rate of rupees one hundred, one hundred & fifty, two hundred & fifty and four hundred per beneficiaries. Beneficiaries are selected out of Domestic-Consumers Society for proper justification, compulsory.

(ON MORTALITY)
It is hereby informed to you all that mortality is a sacred programme of the mission and vision. We are running with the direct benefit scheme, previously for last four years with other sister concern under another title of the Institution. There is no any restriction of age for beneficiaries. Amount of this direct benefit is given to deceased family, directly for funeral of dead body. This programme has been included also alongwith domestic programme.

(DIFFERENT TYPE OF IMMUNIZATION)
It is hereby informed to you that the Institution is also running with the following immunization programme since 2015 not only in rural area’s but in scheduled & urban area’s also along with our another title – “Aryabhatta Medical College & Hospital” of the Institution. This programme has been running for social and public benefit without any distinction of caste and creed. Therefore, this immunization programme is organised by the Institution time-to-time at our health-centres.
There are better facilities for child and adults immunization which are followings : (a) Attenuated Vaccines (b) Inactivated vaccines (c) Toxoid vaccines (d) Subunit vaccines and (e) Conjugate vaccines i.e. BCG, Measles, Khasra, Rubela, DTap, HepA, HepB, Hib, HPV, Influenza and etc. All the above stated vaccines shall be available at our health-centres under Institution Subsidize System.
